I recognize that pier - we got some great shots of the peli's there a couple of years ago!
 
The dark color above and the lighter below mark it as a juvi Brown. The whites are never that dark (even considering exposure) and the bill is always orange/yellow as Charles said.

It was a great pier! I was stood on the beach the following day watching it smoulder after fire took hold the previous night. I was back there in 2001, and it was more or less finished, just the extreme end of the pier had the builders still there, I believe.
