red bird that's not a cardinal (1 Viewer)

A friend of mine has a red bird visiting his feeder (east Tennessee) that he says looks like a male cardinal without a crest, with wings "like a female cardinal" (whatever that means) and deep blue around its eyes. I had thought he might be seeing a Summer Tanager until he mentioned the deep blue. It's about the size of a cardinal. Any thoughts?
 
Painted Bunting, although slightly out of its normal range, is a good candidate. They are mostly red, especially underneath, but have a greenish back and wings, plus a blue head. Here's a photo of one.
