Eastern Phoebe?-why no tail flicking?

This guy wasn't flicking his tail or making any noise but looks like a phoebe to me-. Is there certain circumstances under which they do not flick their tails?

Looks good for Eastern Phoebe to me. We had one winter where I live in CA and the tail flicking was an occasional thing. May depend on how excitable the bird is at the moment.
