I photographed this grebe at Middle Creek Wildlife Refuge in southern Lebanon County, PA on Friday, April, 4.
In this often confusing transitional molting phase, I am leaning towards Horned Grebe as the bird.
Please help with ID.

Agree. Bill shape and pale tip alone rule out Eared.
