I took this pic by a lake in Sacramento back in 06 I was thinking maybe Tree Sparrow or Chipping Sparrow.

You sure about that Irish? It seems to have a pale throat and distinct malar and submoustacial. Also seems to have lateral crown stripes and a rather small bill.
 
I think Jan is on it. Either an immature Golden-crowned, or my guess is an immature White-crowned Sparrow. Either which way, it is a Zonotrichia sparrow and not a female House Sparrow. The bill shape is good for a Zono.

Edit- okay, I'll go with Golden-crowned on second looks.

I came down to the same two, and then, like you, eliminated the white-crown on bill colour.

...and the obvious lack of an dark eye stripe (behind the eye) at least seen in image two.
Usually there´s a faint eye stripe in GCS that is to say usually fainter compared to White-crowned but there are exceptions.

After taking a look at the photos in the light of day, I agree that both are clearly not female House - glad that you seem to have your ID though! ;)
