sorry if this has been gone over (i searched!), but (and i'm a beginner mostly) in the tv mode on my eos 50d when i dial the shutter speed to 30 seconds, it doesn't really stay open for near 30 seconds.

related, when i set it for 1/8000 it takes the picture and it comes out well generally, but the info on the picture says that the shutter speed was, say, 1/250 or so.

why is this?
