Nope, nothing at all indicates other than a male Common Teal moulting into breeding plumage.

The bill seems pretty long, but the feathers on head/neck are very tight, creating an illusion of something odd.....

Male?I thought it was a female!!!

You can see emerging black- and white vermiculated feathers on the lower back, also note the yellow/black pattern emerging on the undertail, as well as the small chestnut brown specks near the base of the bill.

As opposed to Mallard and Gadwall, Teal normally doesn't finish the moult into breeding plumage until the December, even January, so in early October most males aren't very easy to sex in the field.
