Grey-headed Gulls KZN South Africa, Sept Plumage differences (1 Viewer)

Hi,

I took these two photos of Grey-headed Gulls in St Lucia, KZN, South Africa.

One has a typical breeding plumage with red bill and legs. The other is mostly there with its grey head, but appears to retain second winter legs (orange) and a black tipped bill.

Is the orange legged one still coming through the change from second winter to adult breeding, or do some adults retain the orange legs?
