Saw this guy earlier this morning. Assumed at first it was a pale fall Yellow-rumped Warbler given it's ubiquity locally, but it didn't "look right." On closer observation noticed yellow undertail coverts, pronounced supercilium, and preferred moving along the ground. Most obvious was very obvious tail wagging. Ruled out American Pipit and considering Palm Warbler, but that would be rare for here so I'm hoping for second opinions.
