LOL Kinkell I'm going to be difficult and say that they're neither rare, nor common! 
But rather somewhere in between.
There's actually a couple of possibilities, it could be an albino (did it have red eyes) or leucistic.
Alternatively, it could be a lost homing pigeon (that come in all sorts of colours) that's teamed up with a flock of woodies.

Bronsons got toupee
There's a bird I've been seeing on off at Loch Leven since 2007 that's a white Woodpigeon. I may even have a photo somewhere.
