I just caught this in passing but what is it please ? I thought of a raptor to start with but certainly if it is I don't know what .

... over my garden seemingly 'every day' for the past 21 years.

I can't be sure of the relative bulk of the bird from this photo, or discern any barring, or lack of, on the underparts, so I'll leave the sexing to others.
