Currently the Key gives:
Bianchi initially spelled this name ladygini in 1903 [here], where it is nude.
The name is available from Bianchi 1906, Bull. B.O.C. 16:69 [here], where it was spelled lodygini. No dedication.
Subsequently, Bianchi sticked to the spelling he had originally used in Russian, e.g. ladygini in 1907 [here] and [here].
This suggests things are the other way around -- ladygini is likely what was intended; lodygini is a typo, perhaps introduced by a BOC editor. (Albeit, as fas as nomenclature is concerned, lodygini is the 'correct' original spelling of Accipiter nisus lodygini Bianchi 1906, as the OD provides no internal evidence that this spelling is wrong.)
The Russian Wikipedia offers a completely different dedicatee: [Вениамин Фёдорович Ладыгин] (Veniamin Fyodorovich Ladygin), 1860 - 21 August 1923 (Harbin, Manchuria), who travelled as a botanist with the Kozlov expedition to Mongolia and Kham during which this bird was collected.
