These birds have been seen by one of my friends ( Hamid Basir ) about 2 weeks ago ( 5 October ) in near Varamin ( 35.302741, 51.471593 )

I thought Ruff for the left bird in 2 but it seems to have black legs or at least very dark,?

Muddy legs? It's so clearly a Ruff on structure & plumage!
