I'm not sure exactly what you are looking for from the website, for example, do you want listings of rare bird names, observations of rare birds, a web cam of bird nests.

For observations, look at eBird.com

It kind of depends on where you live as well. I agree with ebird. In the states we also use a phone line and email list to report rare sightings quickly.
