Coastal SC USA - Pied-billed Grebe? (1 Viewer)

I took a distant shot of a bird in a lagoon with the sun on the wrong side of the bird ... but cropping and lightening turned out better than I thought. It seems to be a Pied-billed Grebe from looking through Sibley, but I RARELY see water birds since we live inland and are generally into forests. This would be a new bird for me so that would be VERY exciting. If it's not, any idea on what it is?

Another question on Grebe

Why is it so fuzzy? I thought it was a juvenile, but Sibley says it's an adult breeding bird if the bill is white with the ring around it. The back on this bird looks almost as if it's been plucked bare. Any ideas?
