Today I found this tiny bird along the mud/rock shore of a large lake in Golden Ears Provincial Park.

I thought it might be a Pipit but it appears to have a dark bill - any other suggestions?

That is the only thing I can come up with too, except if it is the form japonicus. Take a look at the Opus page which has a very long discussion of the id features.
