I took these two photos today in my local park. The second is blurred but shows the wings open. I think this is a Beautiful rather than Banded but would appreciate some confirmation as this would be a first for my local patch

Yes- a male Beautiful Demoiselle- perhaps the UK's most stunning insect?

They seem to be slightly on the increase in a couple of areas in outer London such as along the Wandle.
