Peregrine? big crop North West UK (1 Viewer)

I saw this large bird on the ground for around 30 mins earlier this week and it seemed to be eating something. It was very distant and I could hardly make out any details through the binoculars but can see a moustachial stripe on the photos. Is there anything else this is likely to be other than a peregrine?
