What bird is in the picture? Location unknown

Does anyone know what is the name of the bird in the picture attached? The quality of the picture is not that good, but any help would be appreciated. The bird has a red or dark orange beak and a yellow spot in the head. The wings seem to be brownish.

Here's another picture that is a bit better quality. It really seems to be a Red-billed Oxpecker. Thank's a lot for your help Larry!
