What bird is in the picture? Location unknown

Does anyone know what is the name of the bird in the picture attached? The quality of the picture is not that good, but any help would be appreciated. The bird has a red or dark orange beak and a yellow spot in the head. The wings seem to be brownish.

It might be a Red-billed Oxpecker. Do you know where the pic was taken?

Unfortunately I don't know where the picture was taken. This is kind of a quiz for me and the picture itself is the only clue i got

Here's another picture that is a bit better quality. It really seems to be a Red-billed Oxpecker. Thank's a lot for your help Larry!
