Black Headed Gulls UK

I was looking at a lake full of black headed gulls today and among them were two birds which still had their black heads just as in summer. Is this a common occurance?

Some start gaining black heads quite early, so odd, but not too unusual.

I've seen quite a few locally with mostly black heads in the past few weeks.

Sometimes they don't moult them properly, so remain mostly black in the winter.
