If there are no visible signs of injury then you should release it. If you are unsure at all though then take it to any nearby rehab centre for them to assess.
That looks like a Virginia Rail. You should find a wildlife rehabilitator in your area and give them a call. If the bird is not injured you should release it as soon as possible (preferably near a grassy wetland), but a rehabber would know better than I how to tell if the bird is ok or not. Wandering in a parking lot is not normal for a bird like this, but they are migrating this time of year. It might have collided with a window and been stunned (in which case it could have injuries) or it might have just landed in the wrong place and become confused by all the people.
