Midland Painted Turtles. The numbers painted on their shells are part of a study for the past 50 years of turtles, mostly in West Rose Lake and Wolf Howl Pond.

Looks like their shells have been purposely notched also.

Yes, they paint, notch the shells and attach small metal tags for triple redundancy, as all 3 methods can become unreadable over time.
