Robins just stare (1 Viewer)

In March I put up a robin nesting shelf up under a eve of my house. And have been disapointed that they have not even perched on it, all they do is stare at it from the clostest tree branch. Is this normal? Is there a way i could get then to nest in the box? Thanks in advance
 
They stare at it because it's something that is very unusual to them they'd think "ohh whats that not seen that before" but probably soon they will perch on it.
