Sorry how things turned out. I wonder if it wasn’t a case of the hawk not wanting to leave the building rather than of being unable to so. It strikes me that a big cavernous building with patches of light coming through skylights may have been similar enough to woodland in the hawk’s eyes that it felt secure there & wanted to stay put, particularly when stressed by people trying to chase it out. Just a thought.
