Located at the top of a cedar tree. Looks like a yellow strip above the eye, white wing bars

The tree is an Eastern White Cedar, which is the usual name for Thuja occidentalis here, where it is native and abundant. Most Ontarians would have no idea what Arborvitae is.
 
Erroneous, though; it isn't a cedar (and doesn't look remotely like one either)

There is no authority for common names of plants on a worldwide or even a North American basis (I don't know the situation in the UK). It is pretty arrogant to say that the names you learned are correct, and everyone else is wrong.

One is needed though, like IOC does for birds. Cedar is the same origin as Cedrus (Greek Κέδρος), that's why the name properly refers to Cedrus ;)
