It is a toss-up for me. The tail seems quite short, but that could just be the angle the picture was taken.

To me it seems like this is a darkly colored Song Sparrow. But then again, I'm not the best with sparrows with out a field guide immediately on hand.
 
The Songs on the California Coast have (according to Sibley) "thick black streaks" and are considered "dark and contrasting overall."
 
Yup, it's looks like the Song Sparrows I see in marshes near the bay. There are actually about 5 different subspecies in the Bay Area, although they look pretty similar.
