1/ African Fish-Eagle indeed, subadult (hence the dull bill)
2/ I guess Tawny Eagle
3/ Where exactly? If inland, probably female/immature Holub's Golden Weaver with such white eye?

Arusha is in Tanzania, and I think it confirms Holub's Golden! However, a view on the bill would help to be more confident!

By the way, on all pictures of Holub's Golden I saw they haven't so bright black colour on the wings....

This is why I say I'm not sure. But I don't see any other options of a thick yellow weaver with a white eye!
