It looks like an early version of the Zeiss Conquest Compact 8x20 with those hinges.

Is it individual focus or is that a diopter on the left barrel. If the latter where is the focus wheel?

yes, that is the oldest version of Zeiss West 8x20 bins - introduced in 1969. Here's a link to an article in the Zeiss Archives - great reading for optics enthusiasts although in german only...

TLDR: In 1964 they started building bins with Schmidt-Pechan prisms (after Hans Schmidt - 1899) and they're light and small and great. There's also a Mono in 8x20 which is even smaller and lighter...
