Whilst i'm not sure about the full functions of elements if you check out the following site

go to the digital darkroom and look for the tip of the week a few weeks back there was an excellent tutorial about creating an embossed logo in photoshop.

You could also check out the "Super BladePro" plugin at this site:

It does both beveling and texturizing, which may serve your purposes. And it's reasonably priced ($30, I think).
