Harrier? India (1 Viewer)

This is a Montagu's Harrier.

The amount of white around the eye (it is lots of white, compared to Pallid wich have less) and the black around the eye does not reach the lower mandible (lower bill base) and the lack of boa (white ring around the neck) are the useful details.
