I'm going to stick my neck out and suggest a Tern of some sort? (no books at work so can't check it out!)
 
Not a Common Tern, or Artic, I belive they are white below, with a darkish throat and a thinner redish bill. Otherwise I wouldent know.

Being on gravel suggest a Tern, or a wader, but I will also take an uneducated guess at little Gull. But that looks like Groundsel which tends to point to a freshwater Gravel pit. Think I'll change to a Plover ( sp ). Hedging bets!.

Sorry Guys - Been a bit busy and didn't have time to put you out of your misery (yeah, right!)

It IS a Black Headed Gull - I suspect that any apparently dark colouring stems more from my inability to correctly expose a photograph, rather than any melanistic tendencies of the bird itself...

... BHG eh? Who would have thought that anything so cute could grow up into something so irritating....
