As reported on Birdguides today. Is this likely to be a migrant or import? If it's a migrant, how frequent is this?

You can buy locusts, I think Desert Locusts, from lots of pet shops as food for all sorts of pets, so I would think that an escape from someone's house is more likely than a migrant or import.
