I took a random shot today and this bird was on the photo, I have been told it's a rough legged hawk what do you think

The photo is small, but in July Rough-legged Buzzard is very unlikely in Yorkshire, and the only good point I see for Rough-legged B. is the dark belly. In opposite, lack of carpal patch of an adulte bird (it is clearly not a juvenile) excludes Rough-legged B. IMO. So I'd call it Common Buzzard.
