Whose nest is this? Any ideas? (1 Viewer)

My son found this nest on our front lawn under the curb tree. It's about 2.75" wide to the outer edges, inner cavity is 1" deep and 1.5" wide, entire structure is 2" high. The inside is so so soft with plant fluff which is also woven into nest, entire nest has no twigs, just soft stuff, pretty tightly woven together. Any idea what kind of bird could have made this nest? We are in Manahawkin, NJ area.

A diameter of less that 3" is a pretty small nest, seems too little for sparrows.
Titmice or Chickadees might fit, but it needs someone who knows about nests to tell.
