Is there any way you can open and then edit JPEGs and TIFFs in ACR or does it always automatically open them into Photoshop proper?
 
In Photoshop you can go >File >Open As... then pick the file and then pick Camera Raw from the Open As box.

Or in Bridge right mouse on the image and pick "Open in Camera Raw"

If you want to make this the default action then in Photoshop go >Edit >Preferences then go to File Handling then click on the Camera Raw Preferences button.

In this at the bottom you can set Jpeg and Tiff handling, if you want it to open all the time select the bottom one "Automatically Open All..."

This is in CS5 the other versions will be similar, (I hope!)
