bird sighting - Bald Eagle in Minneapolis (1 Viewer)

What appears to be a Bald Eagle sighted at the corner of 47th St. and 28th Ave. in Minneapolis Minnesota. Bird is located in private yard of the last house of the 4700 block.
(bird appears to be confused? or lost? Why is it in the middle of the city in the middle of winter?)
(Not certain that this is a bald eagle because the consistency of white feathers around its head is spotty.)
 
forget a photo and call a rehabber as the bird is most likeky in trouble. The State of Minnesota leads the lower 48 States in nesting eagles. Get it help and fast. If no rehaber call a Vet,

Bald Eagles are a common in Minneapolis-St. Paul. They live along the rivers that run through the heart of the cities year-round. This address appears to be on the edge of a couple of the lakes, and only a mile from the Mississippi, and about 2 miles from the junction of the Minnesota and Mississippi where you should be able to easily find eagles any time of year. However, somebody should keep an eye out if it starts to act weird or interact with people or domestic animals. The Minnesota Valley National Wildlife Refuge in Bloomington should be able to tell you who to contact.
 
I believe that the birdchick blog had a post last year about Bald Eagles nesting in a residential area of Minneapolis. So it's probably not something to be concerned about.
