elegant tern of phrase
in early july, i saw a flock of fifteen whimbrel feeding on a beach in moss landing, CA. are these birds thathave already returned from their breeding grounds, or ones that haven't left?

I suspect that most Whimbrels you see in the UK are from Iceland where it has been a very warm (by Icelandic standards) and dry summer. There are still lots of Whimbrels on their breeding territories here but I have seen some small flocks moving south too. I imagine it's pretty normal for some waders to be on their way back south in California in July.

They're probably failed breeders moving back south. We have had quite a few moving through the Wirral in the last week or so ( including 8 over my house ).
