White wings are quite common in crows that have a bad diet (like in towns). Carrion Crows and Jackdaws in Europe are often affected. If they'd get back on a good diet they should look normal after they've molted their wing feathers (but just like people, they're not very good at that!)
I've never seen them in American Crows (probably didn't pay too much attention!) but others on BF did.
Up here at sunny Berwick upon Tweed we've got 3 of these who live in our garden. The wife keeps telling me not to tell anyone or else we'll have the whole world and his wife taking photos in our garden!
