Plenty of suggestions but the raptor is a Whistling Kite - tail is too long proportionally for a Little Eagle, STK holds its wings more upswept and Black Kite would have more of a forked tail
Going by a few things I would have said crested tern and little eagle
True, I just imagined since the tern and the ruddy on the right looked a similar size while the tern is further away it would be bigger when they were side by side.

True, the tern on the right is slightly further back but not enough, also the one on the left is almost stood next to a Turnstone. Size is often difficult to evaluate so I understand the difficulty.
