Ring Necked Dove? (1 Viewer)

I saw a pair of doves this morning in SW PDX and can't identify them. They were both grey, one had a black ring that went all the way around it's entire neck, not just in the back, and the other one didn't have the ring at all. ???? What is it????
 
Eurasian Collared Doves are spreading across the U.S., but their black neck ring doesn't go all around their necks. They're big, pale doves that favor supermarket parking lots here in the south.
