ID Pewee? Western or tropical (1 Viewer)

I photographed this a few days ago here in Tlacotalpan Veracruz. I think that it is a tropical pewee but with migration and all could it be a Western pewee? It did not make any sounds.

Thanks, Charles. Today was my last day on the Spring Hawk Watch here in Tlacotalpan.(29 days 102,000 migrating raptors counted) I am looking forward to getting out in the field to see what other transient migrants we might have.
