It was a little smaller as a Greater Spotted Eagle, which was flying there too!
So, Marsh Harrier it is?

I'm in the buteo camp on this one.

Marsh Harrier is easily ruled out because of proportions and pattern. Bonelli's Eagle would have longer tail, and more curved secondariers, and the markings doesn't quite fit.
Golden Eagle adult would show a darker underwing, and broader dark terminal tail band, as well as more protruding head (although it could be looking down on both pics), and longer, fuller tail.

The quality of the photo, however, leaves me skating on thin ice......
