I would like to see the report into how they hope to attract people, but I can't find it anywhere. How would people be supported - will they be able to work and earn a living - i.e. to sustain their habitation on the island?

I can't find it either - I guess it hasn't been published on the net yet. AFAIK there are already several people on Fair Isle who work remotely (you can say that again) from home; hence the plan to upgrade broadband.
