Raptor ID - Jacksonville, Florida (1 Viewer)

I took this today (5/24/2015) just North of Jacksonville (M & M Dairy farm). It was moving pretty fast and about the size of a Laughing Gull. Took me by surprise, so this shot was the best I could do. Anyone want to take a stab at this?
