Maybe a punt from MSFT helped upgrade the ranking 
As far as I can tell, this is just another rework/rebranding of the old Hotmail/Live offerings. I migrated an old Hotmail.com account over to it a while ago, it's a cleaner interface with perhaps a somewhat better auto-detection of Spam, working fine so far.
