Ring-billed gull? New Hampshire

I saw this gull keeping company with a couple of common mergansers on a CT river setback. It's not a good photo - they were quite distance off. Is it a ring-billed?

It looks like it has red around the eye. That woudln't be right for RBG.

Could be a camera effect. Everything else about it is perfect for Ring-billed Gull.

Breeding Ring-billed Gull has a red orbital ring, darker blackish in winter.

I was wondering about the red eye too; it was not a camera effect, but the gallery has several photos of adult ring-billeds with a reddish rim around the eye. Thanks all!
