Exactly. Nice photo and nice bird in breeding plumage. Note the partly pink bicolor bill and dark gray/bluish legs to distinguish from all other white herons/egrets.

What would it look like if it were not in breeding plumage? No blue legs?

The blue facial skin would not be there and the bill would be a fainter pink and a dirtier black. That and no blue in the legs as you suggest.

Jeff gave a good summary regarding non-breeding plumage. The following link shows a photo of a white phase bird in nonbreeding plumage if you scroll down:

One thing your photo made me realize is just how bright pink the bill can appear. Drawings in field guides do not really portray this well -- nor how electric blue the lores (facial skin) look.

So, what is the brownish thing that hangs down to the water as a tail? just some entangled branch?

That is what inquiring minds want to know! ;-)

They have plumes back there, and I think it is just a plume that is a bit dirty and wet as well. Compare this photo:
