Sparrow Hawk? London UK

I'm pretty sure this is a Sparrow Hawk, but the black eyebrows look wrong, maybe it's the light. The picture is a capture from my video camera, so quality isn't good. Anyway I'd be grateful for confirmation.

Well it's actually quite easy in my garden, as long as I shoot the video through the kitchen window. I see Sparrow Hawks on almost a daily basis. They take Sparrows, Starlings, Collard Doves, and the odd Pigeon. My small garden is a very active place due to the variety of wildlife I have. The male takes the small stuff, and the female the larger prey, as is normal for Sparrow Hawks.
