Ecosystem-based conservation plan for Kaua'i

(That should be "plan" in the title)

The dwindling numbers of 'akikiki and 'akeke'e has prompted an effort to get them on the Endangered Species List. Now the FWS (finally!) wants to try to depart from the peicemeal species-based strategies of old and instead protect and manage communities of flora & fauna. Hopefully it will have teeth.
