Red-breasted Merganser? NY
The pictures aren't the best, I couldn't get very close and I was losing daylight. You can tell that the bill is long and thin, and it seems to be orange or red. The dark head and white ring around the neck are pretty clear, and you can see what could be a shaggy crest, but I'm not positive.

Yes, it is a Red-breasted Merganser.
